Kabayan, Benguet (October 22, 2025) โ The 3rd Quarter CTEC Meeting at the Municipal Hall brought together TESDA stakeholders and community representatives to enhance coordination for upcoming skills development initiatives in Benguet.

The Municipality of Kabayan, in partnership with Haydeeh A. Baldino, the CTEC-Kabayan Coordinator, hosted the meeting to highlight its commitment to technical-vocational training and community empowerment.









Municipal Mayor Hon. Rex Alwin G. Aquisan welcomed CTEC members and TESDA-Benguet representatives, expressing appreciation for their partnership. He affirmed Kabayanโs support for future training programs, noting Ms. Baldinoโs active role as a TESDA trainer in expanding local opportunities.
TESDA-Benguet Acting Provincial Director Arlene L. Cadalig also expressed her gratitude to all CTEC members for their consistent efforts and active participation in promoting skills development. She highlighted TESDAโs goal of focusing future training programs on the youth sector.
Frezilla โGemmaโ M. Simeon, Benguet Technical School Administrator, shared updates on the upcoming Skills Competition. Mr. Ferdinand P. Montaรฑez of PTC-Benguet highlighted the eventโs role in promoting craftsmanship, especially the Basic Carpentry (Table Making) competition scheduled for the Adivay Festival in November 2025.
Arlene D. Lamsis, CTEC President, led the signing of the CTEC Constitution and By-Laws, marking a key step in formalizing and strengthening the organizationโs framework. Meanwhile, Charity C. Magallis, TESDA-Benguetโs Community-Based Training (CBT) Focal Person, lauded the CTEC members for their dedication to implementing community-based programs. She shared that the province is close to meeting its CBT targets for the year, a testament to the collective effort of all stakeholders.
Following the meeting, participants conducted a benchmarking activity and farm visit at Barangay Pacso, where they explored a coffee farm owned by members of the Pacso Producers Cooperative of Coffee Growers Association (PAPROCOA) and the Kabayan Multi-Purpose Cooperative (KMPC). The visit provided insights into local coffee and cacao production, highlighting potential areas for future TESDA training programs in the agriculture sector.
Director Cadalig concluded the visit by reaffirming TESDAโs commitment to strengthening partnerships that promote sustainable livelihoods through skills development, particularly in agriculture-based enterprises.

The 3rd Quarter CTEC Meeting not only reinforced the spirit of collaboration among TESDA and local stakeholders but also renewed the collective drive to create more inclusive, skill-oriented programs that uplift communities across Benguet.
