Itogon, Benguet โ A promising collaboration was sealed on February 23, 2026, as the Technical Education and Skills Development Authority (TESDA) Benguet and SN Aboitiz Power-Benguet Inc. officially signed a Memorandum of Agreement (MOA) at the SN Aboitiz Conference Room, marking a milestone in advancing workforce development and community empowerment in the province.
The MOA was signed by Engr. Glenn N. Murphy, Acting Regional Director of TESDA-CAR, witnessed by Provincial Director Arlene L. Cadalig, alongside Atty. Michael Bon C. Hosillos, Vice President and Chief of Operations of SN Aboitiz Power-Benguet Inc., duly represented by Rosalyn F. White, Plan Support Services Sr. Manager.
Through this partnership, TESDA Benguet and SN Aboitiz Power-Benguet will jointly implement community-based training programs that respond to relevant industry skill needs, conduct national competency assessments, as applicable, and extend technical support for TESDA program subscription. The collaboration also introduces Enterprise-based Education and Training (EBET), bridging industry demands with in-demand skills and ensuring that the workforce remains competitive in a rapidly evolving world.
The objectives of the partnership reflect a shared vision of empowerment and sustainability. It seeks to provide comprehensive extension training programs that enhance the skills, knowledge, and capabilities of identified trainees, fostering empowerment and self-sufficiency. At the same time, it promotes sustainable development practices by equipping participants with the necessary skills to engage in environmentally friendly and socially responsible initiatives. The agreement also emphasizes capacity building, enabling individuals and groups within the community to effectively address local issues and challenges, thereby nurturing a culture of self-reliance and industry-driven development.



During the open discussion, ARD Murphy commended SN Aboitiz for its strong commitment to equipping employees with the skills and capabilities necessary to uphold the companyโs high standards. In parallel, APD Cadalig reaffirmed the agencyโs full support for initiatives that advance both employee growth and community development, underscoring the shared vision that drives this collaboration forward.
This breakthrough also highlights the value of forging partnerships with industries and other stakeholders to leverage resources and expertise for successful program delivery. Inclusivity lies at the heart of the initiative, with both parties committed to ensuring that marginalized groups and vulnerable populations are actively involved and benefit from the training opportunities. Ultimately, the partnership wishes to contribute to the long-term socio-economic development and resilience of trainees by equipping them with the skills, knowledge, and resources needed to thrive in a rapidly changing world.
Both TESDA Benguet and SN Aboitiz Power-Benguet emphasized that this partnership is more than a formal agreementโit is a commitment to building inclusive, sustainable, and future-ready communities.
