Republic Act No. 11192, also called the “Cordillera State Institute of Technical Education or CSITE Act,” was approved on June 18, 2019. Section 6 of the Republic Act, which addresses Compliance with TESDA Requirements, stipulates that the Institute’s operational effectiveness is contingent upon TESDA’s definitive determination and declaration, accompanied by the issuance of a formal recommendation and certificate of compliance. This declaration signifies that the Institute has satisfactorily fulfilled the minimum requirements and quality standards as prescribed by TESDA, including adherence to the Standard Procedures and Guidelines (SPGs) governing the establishment and operation of TESDA state polytechnic institutes, state technical education and skills development authority, and TESDA technology institutions, as outlined within the Act.

To fulfill these requirements, the CSITE Interim Director, Daisy C. Bungallon, has established a Technical Working Group to formulate the CSITE Standard Operations Procedures and Guidelines.

Members of the Technical Working Group conducted a workshop to create the CSITE Standard Operating Procedures and Guidelines on June 5-6, 2024, at the CSITE Main Conference Room, Military Cut-off, Baguio City.

During the two-day workshop, the TWG brainstormed and collaborated to develop the CSITE Standard Operating Procedures and Guidelines. These guidelines encompass the CSITE’s two primary operational units: The Technical Vocational Education Training Unit and the Support Services Unit, also known as the Administrative Unit.

During the final stage of formation, the TWG was presented with the Formulated CSITE Standards Operations Procedures and Guidelines and engaged in discussions with Engr. John B. Adawey, TESDA CAR Assistant Regional Director.

Director Adawey provided a critique and proposed certain inclusions to enhance the informativeness and effectiveness of the CSITE Standards Operations Procedures and Guidelines.

The writeshop concluded with the successful development of the CSITE Standards Operations Procedures and Guidelines. CSITE Mt. Province Administrator Proserphina P. Pacyado delivered the closing remarks, emphasizing the importance of seizing control of one’s day, stating, “Either you run the day or the day runs you.”
