𝗦𝗮𝗻 𝗝𝘂𝗮𝗻, 𝗔𝗯𝗿𝗮 | Technical Education and Skills Development Authority (TESDA) Abra Provincial Director Belmar G. Angoling joined the 2026 1st Quarter PESO Meeting as guest speaker on April 29–30, 2026 at Cinque Amore Resort, San Juan, Abra.
The activity was organized by the Department of Labor and Employment (DOLE) Abra Provincial Office led by OIC-Provincial Director Christopher B. Tugadi, bringing together 17 Public Employment Service Office (PESO) Managers from different local government units in the province.
During the session, Director Angoling shared the Enterprise-Based Education and Training (EBET) Program under Republic Act No. 12063. He discussed how the program connects training with actual industry needs, giving learners more time in the workplace and helping them gain skills that match available jobs.
Participants were introduced to how EBET works, including enterprise-led training, structured learning plans, and formal agreements between partners. The conversation also touched on how TESDA, PESO offices, and industry partners can work more closely to support skills development and employment opportunities in Abra.
PESO managers took part in the discussion by raising questions and sharing their insights, allowing for a clearer understanding of how the program can be carried out on the ground and how partnerships can be strengthened moving forward.
