Building skills and restoring hope, the TESDA–Cordillera State Institute of Technical Education (CSITE) Main Campus, in partnership with the Bureau of Jail Management and Penology (BJMP), successfully conducted Bread and Pastry trainings for Persons Deprived of Liberty (PDLs) at the Baguio City Jail Female Dormitory and Baguio City Jail Male Dormitory.

From February 24–27, 2026, twenty-seven (27) PDLs and two (2) BJMP personnel from the Female Dormitory completed a four-day training facilitated by Ms. Angelica Bless E. Barroga. During the closing program, Acting Campus Administrator Melita D. Pinic emphasized that acquiring practical skills empowers PDLs to rebuild their lives and move toward self-reliance and renewed purpose.

JSINSP Erlinda A. Las-egan, Acting City Jail Warden, expressed her gratitude to CSITE, noting that initiatives like this strengthen rehabilitation efforts by fostering competence, discipline, and confidence among PDLs.

Meanwhile, from February 25-March 2, 2026, forty-four (44) PDLs and two (2) personnel from the Male Dormitory completed a three-day Pastry Making training led by Ms. Diana T. Basinga. In his closing message, JCINSP Dexter B. Ngipol highlighted that baking “knows no boundaries,” reminding participants that the skills they gained can open doors to employment, entrepreneurship, and personal growth beyond confinement.

Through this continuing partnership, CSITE and BJMP reaffirm their shared commitment to rehabilitation through technical and vocational education, equipping PDLs with skills that pave the way for productive reintegration into society.
