Before dawn, while most of the province still slept, a determined team from the TESDA – Cordillera State Institute of Technical Education (TESDA-CSITE) set out on a journey that was more than just a trek, it was a mission. Their destination was to the remote village of Belwang, Sadanga, a community so remote that the road ends seven kilometers before reaching it, leaving only narrow trails, rice terraces, and roaring rivers as the way forward.

Rain had been falling since three in the morning, steady and relentless, threatening to dampen spirits, but nothing would stop this team. By five, the team was on the move. Boots laced, umbrellas raised, and determination unshaken, the team set out from Tambingan Sabangan. Arriving at Poblacion, Sadanga, the mayor’s office welcomed them with steaming cups of Sadanga barako coffee, its bold flavor cutting through the damp cold. Then came the two-hour trek, a steady walk through dew-kissed rice terraces, slippery stone steps, bridges above roaring waters, and stairways that seemed to climb into the clouds. Belwang, they would later say, felt literally closer to heaven. And with each step, the air grew colder, the mist thicker, and the sense of purpose stronger.

As they ascended what felt like a stairway to heaven, the landscape unfolded in breathtaking beauty: dew glistening on ripening rice terraces, the rhythmic rush of the river below, and the quiet majesty of the Sadanga mountains embracing them. By mid-morning, the village emerged from the fog. The weary travelers were met with beaming smiles and warm greetings from the entire community. Men, women, and children gathered as if the entire community had come to greet them. The exhaustion of the journey melted away in an instant, replaced by the humbling realization that their presence meant hope. At noon, a feast awaited: wild deer, hunted the day before, a rare delicacy and, for many, a first taste. Around shared plates and laughter, it became clear that this was more than a program launch, it was an encounter of stories, hopes, and lives intertwined.

The Training Induction Program (TIP) unfolded with laughter, shared stories, and a palpable sense of connection. Here, in this village closer to the clouds than to the nearest town, the weight of TESDA’s mission became clear, skills training is not just about livelihood; it’s about reaching those the world often forgets. As the team prepared to descend past four in the afternoon, the mood was light, the conversations lively. They sang, joked, and paused to savor the golden light spilling across the mountains. But beneath the joy was a quiet promise: We will return.

For the CSITE team, the TESDA provincial Director, and the representatives from the Governor and Congressman’s office, this was no ordinary outreach. It was a reminder that the most rewarding journeys are often the hardest—and that true service demands going the extra mile, even when that mile winds through rain-soaked trails into the sky. As one team member put it, “If this is what it takes to bring opportunity to our people, we’ll walk it a hundred times over.” And as they left, Belwang’s gratitude lingered like an echo in the mountain wind, a whisper that service and sacrifice are always worth the climb.
