The Pre-reconciliation Workshop on the Physical and Financial Accomplishment of TESDA Scholarship Programs, covering both FY 2024 Continuing Appropriations and FY 2025 Current Appropriations, was conducted from May 5-9, 2025, as a crucial preparatory activity for the upcoming Zonal Reconciliation Workshop. The workshop was primarily conducted via Zoom to accommodate participants from various Regional Offices (ROs) and Provincial Offices (POs), however, all TESDA CAR participants strategically gathered at the TESDA CAR Regional Office Conference Room in Baguio City to facilitate enhanced coordination and real-time collaboration among provincial representatives. This arrangement proved particularly effective in enabling immediate consultation and resource sharing when clarifications were needed from specific provinces, while also strengthening the monitoring and oversight capabilities of the regional team.
The workshop brought together key personnel including ROD Chiefs, FASD Chiefs, Regional Accountants, Regional Budget Officers, RO and PO Scholarship Focal persons, and RO & PO Financial Analysts, ensuring comprehensive representation from both administrative and technical perspectives. The program commenced with Rebecca C. Vergara of the Regional Operations Management Office (ROMO), providing a thorough program overview and outlining the workshop arrangements, setting the foundation for the reconciliation process. This was followed by Executive Director Rosalina S. Constantino from ROMO, who presented detailed guidelines on physical accomplishments, ensuring all participants understood the reporting requirements and standards for documenting program implementation and beneficiary outcomes. Subsequently, Dir. Ma. Magdalena P. Butad of the Financial Management Service (FMS) delivered comprehensive guidelines on financial accomplishments, covering the critical aspects of financial reporting, compliance requirements, and reconciliation procedures necessary for accurate budget utilization documentation.
An interactive open forum session was conducted to encourage participants to seek clarifications and address specific concerns, fostering collaborative problem-solving and ensuring uniform understanding across all regional offices. Ma. Laura H. Tolentino of ROMO concluded the presentations by introducing the pre-workshop template and reference materials to guide participants in data reporting. This ensured systematic reconciliation of physical accomplishments with financial expenditures, validation of scholarship beneficiary data, and quality assurance to maintain data integrity. The standardized reconciliation template featured interconnected worksheets for reporting the physical and financial data on program accomplishments and financial details. It included built-in validation tools to detect inconsistencies and sections for comparative budget analysis between FY 2024 and FY 2025 appropriations, promoting accuracy and consistency throughout the reconciliation process.
Following the comprehensive discussion of the mechanics and reconciliation template, the Zoom session transitioned into designated breakout rooms for each region, allowing focused regional discussions and targeted technical assistance. Jacky Ann Albano, SMD Scholarship Focal, was assigned to the region to provide oversight and assistance throughout the workshop, ensuring that the regional team received dedicated guidance and support in navigating the reconciliation requirements and template utilization. The five-day workshop duration provided ample opportunity for participants to thoroughly familiarize themselves with both the mechanics and template features, balance the physical and financial data and receive personalized guidance from TESDA Central Office experts, ultimately ensuring all participants were fully equipped to execute accurate and comprehensive reconciliation activities for both fiscal years under review.
