The Technical Education and Skills Development Authority – Cordillera Administrative Region (TESDA-CAR) held its Expanded Executive Committee Meeting on April 3–4, 2025, at Um-a, Tuba Benguet, Baguio City. The two-day meeting brought together members of the TESDA-CAR Executive Committee, with full representation from all six provinces of the Cordillera region—Abra, Apayao, Benguet, Ifugao, Kalinga, and Mountain Province. In attendance were the Provincial Directors, Supervising TESDS, representatives from the Executive Office, and Administrators of TESDA Technology Institutions (TTIs).
The activity officially commenced with opening preliminaries led by Susana B. Santos of TESDA Apayao, followed by the acknowledgment of participants, and a message from Regional Director Balmyrson M. Valdez, who presided over the declaration of quorum and approval of the agenda.
One of the key sessions on Day 1 focused on the 2nd Semester OPCR rating facilitated by OIC ROD-Chief Susana G. Carbonell. Subsequent discussions revolved around priority programs such as the alignment of training programs to industry demands, learner and assessor, certification status, and scholarship allocation. Representatives from the Provincial Offices provided updates and shared challenges, particularly regarding program implementation at the local level.
A significant highlight was the presentation of 1st Quarter Accomplishment Reports as of March 2025, which included updates on Enrollment, Graduates, Assessed, Certified (EGAC), financial performance, and recommended ways forward. Each province also showcased its Municipal Development Plans and how these align with TESDA’s national thrusts and directions.
Belmar G. Angoling, FASD Chief and Acting Provincial Director of TESDA Abra, discussed the administrative and human resource matters, addressing topics such as staffing and recruitment, uniform allowances, dress code policies, and other HR-related concerns.
Updates from the Association of Concerned Employees-Cordillera Administrative Region (ACE-CAR) on the conduct of the Annual Physical Examination and updates on the issuance of employee health cards were discussed by ACE-CAR Vice President Eldrichson W. Dunuan.
Day 2 began with a detailed report from TESDA-CSITE Executive Director Daisy C. Bungallon on the institution’s first quarter performance, financial management system, and proposed strategies for improvement. This was followed by discussions on administrative audit findings, the ASEAN Skills Competition, and inventory disposal updates.
Before adjourning, RD Valdez delivered his directives, underscoring the importance of continued collaboration, upholding TESDA’s core values, and enhancing service delivery across the region through responsive and innovative TVET programs.
The meeting served as a platform to evaluate progress, identify areas for improvement, and strengthen regional synergy in the pursuit of quality technical education and skills development for all Cordillerans.
