The Technical Education and Skills Development Authority – Cordillera Administrative Region (TESDA-CAR) successfully hosted the Zonal Reconciliation Workshop on Physical & Financial Accomplishment for TESDA Scholarship Programs covering FY 2024 Continuing Appropriations and FY 2025 Current Appropriations from May 14-16, 2025, at the Tuscany Basic Urban Stay, Abanao Extension, Baguio City. This critical three-day workshop brought together key financial and operational personnel from across multiple regions, with participants including Regional Operations Division (ROD) Chiefs, Financial and Administrative Services Division (FASD) Chiefs, Regional Accountants, Regional Budget Officers, Regional Office and Provincial Office Scholarship Focal Persons, and Regional Office and Provincial Office Financial Analysts from Region 1, Region 2, Region 3, and the Cordillera Administrative Region.

The workshop commenced with a formal opening ceremony that established both the ceremonial significance and collaborative spirit of the gathering. Following the invocation and national anthem, participants were formally acknowledged for their dedication to ensuring accurate financial and physical reporting. Regional Director Balmyrson M. Valdez of TESDA-CAR delivered comprehensive welcome remarks that emphasized the importance of the reconciliation process in maintaining program integrity and accountability. The ceremony was further distinguished by a virtual message from Deputy Director General Vidal D. Villanueva III of TESDA Operations (TESDO), who participated online through the Zoom platform. Cultural presentations by the CSITE Main Performing Group enhanced the opening ceremony, creating an atmosphere of unity and shared purpose among the diverse group of regional representatives.

The program overview was presented by Ms. Rebecca C. Vergara from the Regional Operations and Monitoring Office (ROMO), who clearly articulated the workshop’s objectives and established expectations for the intensive three-day process. This foundation was strengthened by Executive Director Rosalina S. Constantino’s comprehensive status report on scholarship program implementation as of May 2025, providing participants with a current context for their reconciliation work. Director Ma. Magdalena P. Butad from the Financial Management Service (FMS) complemented this presentation with detailed financial accomplishment data, creating a complete picture of both physical and financial performance across the scholarship programs. These presentations served as the analytical foundation that guided the subsequent regional reporting and reconciliation activities.

The core of the workshop involved extensive regional initial reporting and critiquing of accomplishments, with each regional rapporteur presenting their outputs per scholarship program as part of the reconciliation process. The initial day concluded with workshop sessions focused on enhancing regional accomplishments, allowing participants to collaborate on improving their reporting mechanisms and addressing identified gaps.

Day two continued with morning prayers, energizers, and recaps led by Region 1, maintaining participant engagement throughout the workshop. The enhancement workshops consumed the majority of the day, providing regions with dedicated time to refine their accomplishment reports and reconcile the physical and financial data.

The final day featured comprehensive presentations of the enhanced regional outputs, with regional rapporteurs presenting their accomplishment reports. The workshop concluded with the awarding of certificates to participants. Executive Director Rosalina S. Constantino delivered her closing remarks. She urged participants to continue updating and monitoring their Scholarship Program Monitoring and Online Reporting (SPMOR), emphasizing the critical importance of maintaining accurate and current data throughout the fiscal year. Recognizing that the complexity of the reconciliation process require additional refinement beyond the three-day intensive format, participants were informed that reconciliation activities would continue virtually during the following week. This strategic virtual continuation was designed to allow regions to finalize any remaining adjustments to their reports, complete detailed reviews of their data, and ensure complete alignment of physical and financial information across all scholarship programs covered under both FY 2024 Continuing Appropriations and FY 2025 Current Appropriations.
